The Government of India classifies educated castes and socially disadvantaged castes as Other Backward Classes. Along with Scheduled Castes and Scheduled Tribes (SCs & STs), this (Non Creamy Layer Certificate) is one of the official classifications for Indians.
In 1993, former Prime Minister V.P. Singh issued the Non Creamy Layer Certificate, commonly known as the Other Backward Class Certificate. A fraction of occupations in the Central Government and Public Sector were assigned to those having this certificate.
Students with Non-Creamy Layer Certificates are also given preference at IITs and IIMs. Non Creamy Layer Certificates are issued by the Tahsildar of the relevant State Government. The NCL Certificate application process differs by state.
